The Department of labour Punjab on behalf of Government of Punjab provides the facility of online statutory clearances and approval via internet. The service delivery is subject to the acts and rules promulgated by the Government from time to time. Electronic delivery of Government services are in compliance to the IT act 2000. The terms and conditions of Services applicable to Internet delivery are detailed in the document.

The following terms and conditions will apply if project proponent wishes to use the Internet for availing a service. Please go though the conditions carefully and if the same are accepted, project proponent may create a user login and transact on this site. After creating a user login, proponent have to register the basic personal details on the site for availing a service. The user creation and registration are linked with e mail accounts and mobile no so that no user can register more than once with same e mail id and mobile number details. Please note that once proponent registers itself on the https://pblabour.gov.in site, he/she is deemed to have agreed to the terms and conditions set forth below. If he/she does not agree with all these terms and conditions, proponent shall not transact on this website. Once proponent clicks the “ I agree buttons” at the bottom of these terms and conditions, he/she enters into a formal agreement with e-Labour Punjab for the purpose of transactions on this website.

If the user violates the terms and conditions by registering more than one user-id and / or availing services on such multiple user-ids, e-Labour Punjab / Government reserves the right to deactivate all such user registration and cancel any or all services requested without any notice. Garbage / Junk values in profile may lead to Deactivation.

Performance of this agreement on the part of e-Labour Punjab, is subject to existing laws and legal processes of Government of Punjab, and nothing contained in this agreement is in derogation of Government right to comply with law enforcement requested or requirements related to project proponent user-id of this Web Site or information provided to or gathered by e-Labour Punjab with respect to usage. Proponent agrees that Government may provide details of his/her use of the website to regulators or police or to any other third party or in order to resolve disputes or complaints which relate to the web site, it’s complete discretion.

This agreement is made between: Government of Punjab/e-Labour Punjab and the user (“Proponent”), the individual, whose details are set out in the portal user creation page.

PAYMENT OPTIONS

The list of payment options available are internet banking / Credit Card payment / Debit Card payment / IMPs/ Cash Cards from banks that are listed while selecting each of the above options. Apart from the fee payable to e-Labour Punjab against each service, bank / payment gateway transaction charges will be applicable extra. Once proponent register his/herself and it’s company profile data as the case may be, he/she can apply for a service. For online payment services, the registration is not mandatory. The status of the application submitted online shall be searched using the status menu. SMS will be sent to his/her registered mobile number at different stages of processing of application. In case of a failed transaction, the project proponent shall have no right to claim the amount. The loss on this account shall not be borne with by e-Labour Punjab or by the Banks/ Payment Gateways.

USER CREATION

Proponent is responsible for maintaining the confidentiality of the password and account, and is fully responsible for all activities that occur under his password or account.

GENERAL OBLIGATIONS

Proponent shall access e-Labour punjab website only for lawful purpose and he/she shall be responsible for complying with all applicable laws, statues and regulations in connection with being user of e-Labour Punjab web site. This website is for your personal and non commercial use. He/She shall not modify, copy distribute, transmit, display , perform, reproduce, publish, license, create derivatives, works form, transfer or sell any information or services obtained from this website. He/she shall not create a hypertext link to the website or “frame” the website, except with the express advance written permission of the e-Labour Punjab.

INFORMATION PROVIDED

The information provided by the proponent in the registration page be complete and accurate. e-Labour Punjab reserves the right at all times to disclose any information as it deems necessary to satisfy any applicable law, regulation, legal processes.

TERMINATION

e-Labour Punjab may at any time at it’s sole discretion and without giving any reason or any prior notice terminate or temporarily suspend proponent access to all or any part of the website.

Content Contribution, Moderation and Approval Policy (CMAP)

a) Web Administrator- The Web Administrator/ Web Master will be responsible for overall quality and quantity of information and services on the website. The Web Administrator will be responsible for overall supervision to ensure that authentic and updated information and services are available on the website. The Web Administrator would prescribe all policies, conceptualize and implement processes relating to the development, operation, management and content authoring/ updation of the website and application associated with it.

b) Content Administrator(s): The Content Administrator(s) will be responsible for publication of authentic and updated information and services on the website, after approval of the same from web administrator and appropriate approver. Content administrator(s) would be assisting Web Administrator to prescribe policies, conceptualize and implement processes relating to the development, operation, management and content authoring/ updation of the website and application associate with it. Regular monitoring of website for Performance, Security and Availability. Ensuring compliance with policies (organisational, regulatory, legislative, etc.) that may require changes in website content, architecture, security and process. Periodic security audit of website in line with major revisions.

Content Review Policy (CRP)

The Content Administrators and Content Managers have been given the responsibility of periodically reviewing the contents of website in respect of their respective domains. The Content Managers shall put up the contents which are to be uploaded/ updated to the Content administrator for approval of the Bureau.
